There are no plugins needed for this effect.
Open a transparent image 500 X 500

Set your color palette to two shades of the same
color.

Set one of your colors to Foreground-background
gradient.
I preferred to have the light color in the middle of my gradient,
but please make it the way you like it.

Use your selection tool set to rectangle.
Select the center strip that contains the light color.
Copy.

Open Animation shop. Open a new transparent image
500 X 500.

Animation shop is a bit tricky here.
First you must paste as a new image (CTRL + V).
Copy your new image (CTRL + C)
Make your transparent image active and paste into selected (CTRL +
E)
Place the strip in the center.

Click Effects > Insert Image effects.
Select the Underwater effect.
The settings are shown below.
Click on the Customize button.

In the customize window, make the shape of the
waves look like a V.
You are free and encouraged to find the effect that you like the
best.
When you have what you think you will like, click OK and preview in
the effects window.
If you want to change it, click on customize again.

Your image will now have 9 frames.
Frame 1 is unchanged.
Click on frame 1 and delete it.
Your animation at this point should look a little like this.

Hop back to PSP for a moment.
You should still have your image open.
Flood fill with the solid color in your palette.
Copy.
Back to Animation shop. Paste as a new image.
You now have two image open. The waves have eight frames
and the solid image has only one frame.

Duplicate the solid frames so it has the same
number of frames as the waves.

Make the waves active.
Select all (CTRL + A)
Copy (CTRL + C).
Make the solid image active.
Select all.
Paste into selected (CTRL + E)
Place the waves in the center.

If you are using PSP 9 or earlier, select all and
export to PSP
For PSPX, select all, copy. Open PSP and paste as new (CTRL + V)

You will have an eight layered image in PSP.
Make the top layer active, make a new layer.
Place your text in this new layer.
Fat fonts work best, color does not matter
here as this layer will be deleted.

If you feel it's needed, use your pick
(deformation) tool to stretch out your text.

Once your text is applied and deselected, select
all,
Float (CTRL + F) and defloat (CTRL + SHIFT + F).
Click Selections > Invert.
Go through each layer one at a time and press delete.
Delete the top layer.
Do not deselect.

Selections > Invert.
Go through each layer and add the inner bevel of your choice
Do not add drop shadow. Animation hates shadows.

When you are done, deselect.
PSPX, save your image in psp format.
Back to Animation shop, click file > preferences > General Program
preferences.
use the settings shown below.
Open your image.
For PSP9 or earlier, update back to Animation shop, close the image
in psp.

Once you have your image back in Animation shop,
we're almost done.
Select all. Press ALT + ENTER to open the frame property window.
This is where you set the speed.
10 is the default number. Change it to 25.

Double click on the crop tool to open the crop
properties.
Click on Surround Opaque and click ok.

A black box will form around your image.
Either double click inside the box or click the crop button to apply
the crop.
That's it. All that's left is saving.
