THE FIRST TWIRL

Keep in mind that the first one will be the hardest as the settings, etc are established here.

Open a new image 300 X 300 Transparent.

Fill with a LIGHT color. Keep in mind that your image will become darker as you work.

Click Effects > Texture Effects > Blinds.

Use the settings shown below.

Apply the same Blinds effects again but this time check the Horizontal button.

Zoom in on your image so you can be accurate with your selection. Set your selection tool to rectangle and select 4 squares in your image.

Click Effects > Geometric effects > Twirl

Use the settings shown below.

Use your Magic wand tool, tolerance set to 18.

Click on one of the four twirled areas.

HINT..You may need to hold your SHIFT key down and click a couple of times to get the entire area selected

Apply Any Inner Bevel effect you like. I used The Inner bevel that comes with Paint Shop Pro, Pillow Preset, Ambience raised to 60.

Once you have completed that area, deselect and select the next twirled area.

Continue until you have all four areas beveled.

THE SECOND TWIRL

Use your selection tool and select the four areas that you beveled, Copy and paste as a new image (CTRL + V)

Refer back yo your 300 X 300 image, deselect any selections,  fill with the pattern that you just pasted.

Use your selection tool. Select four squares. Twirl, same settings.

Copy and paste as a new image.

Make a note of the name of your image. It will be something like

THE LAST TWIRL

Again refer back to your 300 X 300 image, fill with your new image.

Use your selection tool once again, make a selection in which each of the corners of your selection is in the center of a square as shown below.

Make your selection in the center of your image, not in a corner.

Twirl one more time Do not deselect.

Selections > Convert to Seamless pattern

There will be a new image on your screen. That is your background, save it and you're done.

Great job!
