I used Paint Shop Pro 8 but it can easily be done with 7 as well.
Open a new transparent image 500 X 500

Fill with a light pattern.

Make a new layer named "Text"
Add your text (color does not matter) using a fat font and adjust the size to your liking.

In your layer palette, duplicate the text layer 2 times for a total of three text layers

Activate the top layer.
Apply Cutout using the following settings.
Select a darker version of one of the colors in your pattern
example, if you have light blue in the pattern, use dark blue here.

Activate the other duplicate of your text layer.
Apply the same cutout but change the Vertical and Horizontal to -2

In your layer palette, right click on the text layer and delete it.

Merge your remaining layers.
