Open a new image 500 X 500 Transparent. Flood your image white. Click Effects > Texture Effects > Tiles In the tiles window, select the effect that you would like to use.
Make sure that the border size is at least 3.
Your image should look like the one below.
Use your Magic wand tool, tolerance set to about 30. Zoom in and click on the solid black line. You will only need to click one time. Click Selections > Invert. Press delete and deselect.
You should now have only the black lines with none of the white areas.
Make a new layer. Set your color palette to black for the foreground, null for the background. Activate your preset shapes tool and select the Ellipse shape, others settings are shown below.
Make an ellipse. it does NOT have to be centered, no need wasting brain cells on something like that. LOL Press CTRL + C to copy press your delete key paste as a new LAYER. This will position your ellipse dead center. Your Layer Palette now has three layers. The center layer is blank. Delete the center layer.
Activate the top layer. Use your magic wand tool, same tolerance setting. Click in the center of your ellipse.
Click Selections > Modify > Expand Expand by 4. Press OK.
Activate the bottom layer and press your delete key. This will delete all of the mesh inside the selection.
Deselect. Merge visible. Rename your merged layer frame. Apply any Inner Bevel setting you prefer. I used the ROUND preset.
Open the tube that you would like to use in your frame, Copy Paste as a new LAYER into your frame image. rename your tube layer TUBE.
Duplicate your frame layer and place the copy over the tube layer so that the tube is sandwiched between the frame layers.
Make sure that the top frame layer is active
Use your selection tool or your lasso and select the areas of the top frame layer to delete to give the effect that part of the tube is sticking out or hanging over the frame
Make a new layer named sky Add any sky effect you like. I prefer the Xenofex 2 > Little Fluffy Clouds Move the sky layer to the bottom. Merge and flatten your image. In your color palette. set the BACKGROUND to RED. The idea is to have the color set to one that is not in your image already. I have no red in my image, so I'm using red here.. Click Image > Add Borders Set the border size to 10
Use your magic wand and select the border Flood black and apply the same Inner bevel settings that you used on your frame previously. Deselect. Resize to your liking. You may need to sharpen a bit after resizing.
