Needed tools
Open the shapes. Click File > export > shapes
Open a new transparent image 900 x 400

Set both foreground and background colors to black
Create as vector NOT checked
Select one of the skyline shapes and make 2 buildings

Make a new layer, place 2 more buildings using a different shape

New layer, 2 more buildings with a new shape. Continue until you have your city skyline the way you want it to be

Make a duplicate (SHIFT + D)
In your duplicate, merge visible and set aside
Back to your image.
In your layer palette turn OFF all layers except the top
layer.
Make a new layer
In your color palette select a bright color (make a note of the color that you
have chosen)
Use your paint brush tool, shape set to either circle or square and scribble a
bit over the buildings
Gaussian Blur > 30

Make the building layer active.
Apply Eye Candy 4000 > Gradient Glow
Click the color tab and select the same color you used in the previous step

Click the basic tab. Set the Glow width to 36 and the overall opacity to 32. Click OK

Merge Visible.
Turn your merged layer off, turn the next layer down on
Make this layer active
Make a new layer and scribble with a different color
Gaussian blur, same settings
Make the building layer active.
Gradient glow, same settings but change the color of the glow to your new blur
color

Continue until you have scribbled, blurred and applied
Gradient glow to all layers
Turn all layers on and merge visible
In your layer palette duplicate your layer two times for a total of three.

Open the image that you set aside earlier, copy.
Make your image active again and paste as a new layer. This layer is being used
for the selection only and will be deleted in a moment.
Use your mover tool to place it directly over your buildings
With this layer active
Select all (CTRL + A), Float (CTRL + F) and defloat (CTRL + SHIFT + F)

Make your top colored layer active,
Apply Xero > sparkles with these settings and click OK

In your layer palette, make the next layer down active
Apply the same Xero > sparkles.
In the density line, click the right arrow, The number (255) will not change but
the stars will change. Click OK
In your layer palette, make the bottom layer active, apply Xero > sparkles again remembering to change the stars., Click OK
Select none
In your layer palette, make the top layer (the one you pasted
for the selection) active.
Press your delete key. This will remove the contents of the layer leaving it
blank
Apply Xenofex 2 > Little Fluffy Clouds Select the Stormy sky preset
In your layer palette, move this layer to the bottom.
Save in PSP format.
Open Animation Shop
In animation shop, set your preferences to "Each frame shoes first and current layers" and click ok.

Open your image.
Your first frame will be the sky only, please delete that frame.
Resize to your liking and save
That's it. You're done.
