If you already have a background that you would like to use, you can skip the next few steps that discuss making a background.

Open a floral image of your choosing.

Use your selection tool set to rectangle and select a portion if the image.

Copy (CTRL + C) and paste as a new image (CTRL + V)

Click on Effects > Plug-in Filters > Simple > Quick Tile

Your image will change slightly so that it can be used as a background pattern

Make a new image 200 X 200 transparent

Make a new layer and fill with your new pattern

Lower the opacity to about 36% or 37 % depending on the image that you used, the opacity level will vary.

Apply Quick Tile again

Make a new layer

Add your text. Size your text so that it's slightly wider than your image

Use your deformation tool to rotate your image and position it diagonally.

Apply the deformation.

Apply whatever effects you would like to your text.

Click on Effects > Plug-in Filters > Simple > Top Bottom Warp

You will see a significant change in your text

Flatten your layers and save as a jpg.

You're done. The image that you now have is ready to be used as your background
