Open a new transparent
image 300X300.
Add a new layer called "Octagon"
Set your
colors at whatever you desire. Using your Preset Shapes tool,
Click
on the octagon shape (settings: stroked and 16).
Put you
mouse in the upper left corner of your image. Hold your left mouse
button down and drag your mouse to the lower right corner, release
your mouse.
Go to the magic wand, 
click on the Octagon shape ants need to be marching all around the shape on both the inside and outside.
While ants are still marching, Chose a flower background. Now click on the inside of the marching ants (octagon).
Fill..
deselect  
Activate your octagon layer
Use your magic wand and then click on the inside of the octagon shape.
Add a new layer.
Now go to the Fill tool and fill with any brightly colored pattern
you like
Copy (CTRL
+ C) and
paste (CTRL + V) Now you have an image of only the inside of your octagon
Use your magic
wand to select the outer parts of your new image. Hold down the shift key to
select more them one section
