Open a new image

Apply Xenofex Little Fluffy Clouds

Use any preset you like.

Apply any seamless tile effect that you have. PSP 9 and X have one built in.
COPY

Open Animation shop and paste as a new image (CTRL + V)
Right click and duplicate selected.
Click on frame 1 to be sure it is the selected frame.
Click Effects > Image Transition.

In the transition window, select the wipe effect with the settings shown below.

Click Customize and use these settings
Click OK to apply the customize settings and OK again to apply the effect.

Select all.
PSP 7, 8, and 9 Click File Export > to Paint Shop Pro
PSP X COPY. In PSP paste as a new image.
You will have a new 10 layer image in PSP.
Use your selection tool set to circle and make a selection on your image.
 

Selection > Invert.
Press your delete key on all layers to remove the area outside the circle.
Invert again
Press SHIFT + L to open the colorize window.
Select the perfect color for your moon.
Click ok.
Apply Colorize to the remaining layers.

Make the top layer active and make a new layer.

On the new layer, with the selection still active, apply cutout with the following settings
Click OK and COPY

Make the other layers active, one at a time and paste into selected
(CTRL + SHIFT + L)
Make the top layer active (the one with only the cutout layer) and delete it.
Select NONE.

PSP 7, 8, 9 click Edit, update back to Animation Shop. Close the image in PSP.
PSP X save your image and open it in Animation shop.

In animation shop open the tube that you would like to use.
You tube will have only one layer, that's ok.
Make your moon active. Select ALL.
Click on the Propagate Paste button in the toolbar

Make your tube active.
Grab the tube with your mouse and drag it over to your moon.
Each frame of the moon will have a copy of the tube
Repeat this process for any other tubes that you may want to add.

Double click on your crop tool to open the crop properties.
Click on Surround Opaque and click OK.
Click on the CROP button in the toolbar

In the screen shot above, you can see that my image has some shadows.
Animation Shop HATES shadows.
If you have shadows as well, Select all. Click on Animation > Animation properties.
Click Opaque and select the background color for your animation.

One more step.
Select all again.
Press ALT + ENTER or click Animation > Frame properties and set the speed of your animation to 25.
That's it.
Resize to your liking and save.
