Needed tools:
A tube

Open a new image, large, transparent.
Add the text and the effect that you would like to your image.
In this case I applied Super Blade Pro
but you can apply any effect that you like.

Add a new layer, Apply the tube that you would like. Move the
tube layer behind (under) the text layer.
Make sure that the bottom of the tube layer does NOT extend
past the bottom of the text.
Notice in the image below, that the angel's feet and the bottom
of the text are on the same line.

Merge visible layers.
Copy (CTRL + C) and paste as a new image (CTRL + V) and set your new image aside for the moment.
Back to your image. Press CTRL + I to flip your image.

In your layer palette, duplicate your layer twice for a total of 3 layers.

Make sure the top layer is active and apply Eye Candy 4000 > Jiggle
Click on Settings to select the effect that you like. My favorite is Subtle Bubbles

For a more pronounced effect, you can choose Typical Bubbles, I will show the effects of both at the end of this tutorial.

In your layer Palette, activate your middle layer.
Apply the same jiggle effect but click on the Random Seed button, click ok.

Activate the bottom layer, Apply the same jiggle effect, click the random Seed button and click ok.
Your image should look something like the one below depending on the effect that you chose in Jiggle.

Save your image that you added jiggle to. No need to save the copy, but don't close it as we will still be needing it.
Open Animation Shop.
File > Preferences > General program Preferences > layered files
Make sure that Keep layers as separate frames is selected and click ok.

Open your image.

Check your image to be sure that your image only occupies the bottom 1/2.
If you need more room for the top 1/2, not a problem, we'll fix it now.

File > New
Set the width and height for WELL more than you will actually need.

Duplicate twice for a total of 3 frames.
Click on your image, Select all (CTRL + A) and copy (CTRL + C)
Click on your blank image, select all and paste (CTRL + E)
Place the image as close to the bottom as your can.

Press CTRL + A to select all frames. Right click and select Frame properties or simply press ALT + ENTER.

Change the animation speed to 30

Go back to PSP and click on your copy. Copy (CTRL + C)
Back to animation Shop and paste as a new animation (CTRL + V)
Duplicate twice for a total of 3 frames

Select all (CTRL + A), copy (CTRL + C)
Click on your original image, select all and paste (CTRL + E)
Place the NON Jiggled image directly on top of the jiggled image so that they are touching.

Use your Crop tool and select only the area needed for your image.
This will get rid of any unneeded transparent areas.

Now you can resize if you like. To resize, press SHIFT + S.

The image below was made with a Subtle Bubbles setting.
The Bottom image was made with Typical Bubbles.
