Open a new transparent image 300 X 300

Fill your image black
Make a new layer.
 


Make your pen tool active, Mode set to freehand, vector unchecked, line width set to 2.
SCRIBBLE!!
Make sure you get your scribbles in all directions


Apply Kaleidoscope, the settings are your choice.


Make your selection tool active, shape set to circle, feather set to 10.

Place your mouse at coordinates 150, 150 and make a circle, the size of the circle is your choice.
Fill your circle white.


Select none
merge flat.


Click layers > New Mask layer > from image.
In the mask window, be sure to select the mask image in the drop down window


Below are 2 different makes. The only difference between the two is different settings in Kaleidoscope
