Open a transparent image 700 x 500.

Use the fat font of your choice

Vector unchecked
Foreground = a dark color of your choice (black, navy blue, brown)
foreground = NULL
Mode set to floating

line width = 10
Depending on the font that you are using, you may want to adjust the
line width.
We're looking for a wide outline of the text


Apply the text. do not deselect.
With the selection still active, apply the inner bevel of your
choice. I used the round preset.
Select none
Make a new layer.

Use your pen tool.
Vector unchecked
Foreground se to a bright color. (Red, bright yellow, bright green)
Line style set to straight line
Line width set to 6


You are going to make 4 lines on the layer
and X and a +


Apply Gaussian blur, radius set to 6.
If your blurred line appears not bright enough, duplicate the
blurred layer, and merge them together

Duplicate the layer. Rotate 25 degrees to the
right
Now you have 3 layers. The bottom is your text and
the top two are blurred lines.
Duplicate the top layer and rotate again 25 degrees to the right.


Use your mover tool to reposition this text so the
blurred lines fall on it the way you want them too.
example, your effect will be different if the text is on the bottom
then in the middle.

When you have your text positioned where you want
it to be
with the text layer active, select all, float,
defloat, invert.
Make each of the three blurred layers active and
press delete
invert again
click image > crop to selection.
Make the text layer active.
Make your magic wand tool active
Press and hold your shift key and click on the inside of the text.
With the selection active, make a new layer.
Selections > modify > expand > 2.
Fill with the color of your choice.
deselect
Place the new layer under the text layer.
Merge the new layer and the text layer together.
Save in PSP format.

Open animation shop.

In animation shop
click on file > Preferences > General Program Preferences > Layered
Files.
Be sure that "Show first and current layers" is checked and click
ok.


Open your image.
Click on the first frame and press delete.
Select all.
Click animation > Frame Properties. Set the speed to 30.
That's it. You're done.
Resize to your liking and save.
