Needed tools:

Xenofex2

Fill with your desired solid color or gradient, patterns would not work well here.

Place the tube in your image. Resize so that there is plenty or room on all four sides for your effect.

Make 2 duplicates of your layer for a total of three layers.

Activate your top layer.

Select all (CTRL + A)

Selections > Modify > Contract.

Apply Xenofex 2 > Electrify

In your layer palette activate your middle layer, apply Electrify again but this time click the random button before clicking ok.

In your layer palette, select your bottom layer.

Apply Electrify again, being sure to click the random button again before clicking ok.

Save your image in PSP format.

Open Animation Shop.

Click File > Preferences > General Program Preferences > Layered Files.

Be sure that Keep Layers as separate frames is checked and click ok.

Open your image. Select all (CTRL + A)

Right click and select Frame properties from the drop down menu.

This number controls the speed of your animation.

Change the number from 10 to 25.

Click View > Animation to see what your animation will look like.

SHIFT + S to resize.

Save and you're done.
