This is a lengthy tutorial.
The image above is moveable.

You will also need a floral tube and a gradient that compliments your tube

Open the PSP file.
Press SHIFT + D to make a duplicate and close the original to preserve it.

Fill your image with your gradient.
In your layer palette, double click on the layer to open the layer properties.
Lower the opacity to 50.

Click Layers > Merge > Flatten

Click layers > Promote background Layer

Selections > load from Alpha channel.

Use the selection called Border 1

Fill your selection with your gradient.
 Click Effects > 3D Effects > Inner bevel.
Apply inner Bevel, Settings shown below.

Load the selection called Border 2 from Alpha Channel.

Fill this selection with your gradient.
Apply Inner Bevel, same settings.

Make your floral tube active.
Copy (CTRL + C) then come back to this image.
Load the selection called Image from Alpha channel

Edit > Paste into selected.

Click Layers > New raster layer
Load the selection called Balls1 from Raster.

Use your paintbrush tool, settings shown below.

press and HOLD your left mouse button and move your mouse across all of the circle selections
making sure not to miss any spots.
Apply Inner bevel, same settings.

Layers > New Raster Layer.
Load the selection called balls 2

Fill with your paintbrush tool, apply Inner bevel same settings.

You should have 3 layers in your layer palette.

Save your image in psp format.
If you are using a version of PSP newer then 7, in the save window, click options.
Make your image psp 7 compatible.

Open Animation shop.
Click File > Preferences > General Program Preferences.

Click on the Layered Files tab.
Make sure that Each Frame shows first and current layers' is checked. Click ok
Open your image.

You will have 3 frames as shown below.

Click on frame 1 and press your delete key.

Select all (CTRL + A)
Right click on your image and select Frame Properties.

That's it. All that's left to do is save.
Click View > Animation to open the preview window.

If you would like your animation to move in the opposite direction,
Select all again. Animation > Reverse frames.
