Needed tools:
Open a new image no larger than 260 X 300 Transparent
Flood with the sky gradient included in the zip file.
Open a new image same size. Apply Mura Clouds with the following settings.
Use your selection tool set to circle and select a circle in your image. Press CTRL + C to copy. Refer to your water image and press CTRL + L to paste as a new layer.
Press CTRL + A to select all. Press CTRL + F to float. Click Effects > 3D Effects > Cutout and apply the following settings.
Repeat the cutout but change the vertical and horizontal to -3. Deselect.
